As a management consultant and partner at HR Atlantic, Patsy has conducted many organizational reviews and workplace assessments within the health, community services, justice and education sectors and also within regulatory environments.

Patsy has a strong combination of interpersonal, analytical and problem solving skills. She brings these skills to her diverse practice of strategic policy and planning, facilitation, conflict resolution, mediation and labour relations negotiation. Patsy frequently responds to requests to facilitate multi-party discussions involving Federal, Provincial, and First Nations governments within multi-sector environments.

She practiced adult and paediatric nursing for eleven years before entering law school in 1990. Upon graduation she returned to the Health and Social Services System in Prince Edward Island to serve in various positions, which included Assistant Director of Nursing of Acute Care and Mental Health Services, senior policy analyst, and legal counsel. Patsy has also acted as the interim Executive Director of the Queen Elizabeth Hospital in Charlottetown, PEI.

Patsy broadened her public sector experience during her service as a Departmental Solicitor for a number of years prior to her appointment as Assistant Deputy Attorney General and Deputy Attorney General with the Office of the Attorney General in PEI.

Active in her community, Patsy is currently serving as a Director and Secretary-Treasurer of the Law Foundation of PEI, and as a Director of the QEH Foundation. She has also served as the Official Trustee for the Eastern School District, the province’s largest English school board.

Patsy graduated from Osgoode Hall Law School, York University in 1993. She received her Baccalaureate Degree in Nursing from The University of New Brunswick in 1989, and began her career as a Registered Nurse from the PEI School of Nursing in 1979. Patsy is currently completing a Practitioners Certificate in Alternative Dispute Resolution UPEI. She is also a member of Collaborative Practice PEI, is trained in collaborative practice, and believes in its application to many workplace situations.  Patsy was appointed to Queens Counsel in December 2015.

Patsy enjoys an active lifestyle which includes marathon running and now hiking excursions, both close to home and abroad – recently tackling Mont Blanc, Western Europe’s highest mountain.
